Provides that a concealed handgun permit holder may store his firearms or other weapons in a motor vehicle in a publicly or privately owned parking lot, traffic circle, or other means of vehicular ingress or egress to property that is open to the public regardless if such firearms or weapons are prohibited by the owner of such area.
