Summary

As Introduced. Electric utilities; retail competition; flexible load amounts.

Provides that, for the purposes of retail competition for the purchase and sale of electric energy, certain large individual retail customers shall be permitted to purchase any portion of their electric energy, up to 100 percent, from a retail supplier licensed to sell retail electric energy in the Commonwealth, thereby providing for the purchase of flexible load amounts between a retail supplier and an incumbent electric utility.
