Reconvened Session Begins Today

Today marks the reconvened session (often called the "veto session") where legislators will consider the Governor's amendments and vetoes. The General Assembly faces a significant workload:

  • 159 amended bills
  • 205 budget amendments
  • 8 budget line-item vetoes
  • 157 vetoed bills

Our "How a Veto Session Works" infographic clearly illustrates what happens to these bills depending on legislative action. This visual resource breaks down the process for Governor's amendments (recommendations) and the requirements for overriding vetoes.

Understanding Governor Youngkin's Historic Veto Count

Governor Glenn Youngkin has vetoed 157 bills this year — a historically high number compared to previous governors. Another 159 bills have been amended. If lawmakers reject the Governor's amendments during today's session, Youngkin has the option to veto those bills as well.

This presents an excellent opportunity to discuss divided government with your students — specifically how legislative outcomes are affected when the General Assembly's majority party differs from the Governor's party.

Weekly Media Resource: The Press Room Podcast

Did you know VPAP collaborates with VPM on a podcast called The Press Room ? Released every Monday morning, recent episodes have provided rich context on the historic politics of power and the role of Virginia's governor.

This week's episode explores Governor Youngkin's record-breaking vetoes and year-over-year trends from our interactive "Vetoes by Year: 2025" visualization. The podcast offers students a journalistic perspective on state government and the media's role in Virginia politics.

Follow the Final Actions on Top Bills

Our Top Bills of 2025 page features an approachable, visual tracker showing exactly where bills like those on Schools and Child Labor are in the final steps of the legislative process. We'll be updating these trackers throughout the Reconvened Session.
By clicking on “Track This Bill” from the Top Bills of 2025 page ,  you can also access video clips of floor debates on these bills—an excellent resource for simulating similar conversations or debates with your students on these important issues.
