What Happens when Legislators Lose Control of Redistricting?

"In Virginia, who used to be responsible for drawing these legislative districts? The legislators themselves: the people who have the most at stake in the outcome. The result was what you might expect: many legislators ended up with districts that helped ensure they would win re-election. But that has changed. Two years ago voters approved a constitutional amendment that limited the role of legislators in the redistricting process, and last year the state supreme court drew the lines. They hired two consultants who didn't even know where the 140 legislators lived. The result? Nearly half were paired in districts with another legislator. That means a lot of legislators will either have to move, retire, or battle it out with a colleague to see who survives."
