Congressional Earmarks Are Back
After a 10-year ban, Congress revived “earmarks” that allow House and Senate members to designate public funding for specific projects in their districts. In a sprawling spending package approved in March, Virginia's delegation secured nearly $155 million for more than 100 projects across the state.
