Crossover 2025

Fewer than half of the bills introduced this year have survived the halfway point of session, crossing over to be considered outside of their chamber of origin. The survival rate of bills has fallen for Republicans and Democrats across both chambers compared to 2024.

"Crossover" is the General Assembly's deadline for bills to pass out of their chamber of origin to be considered by the other chamber. From this point forward, the House may only consider bills passed by the Senate and the Senate can only consider bills passed by the House.
