Measuring Learning Loss
The share of 3rd graders who could meet minimum reading and math standards by June was below pre-pandemic pass rates in most Virginia school divisions. The chart below shows the percentage change in the 2021-22 pass rate for each school district compared to 2018-19. Note: One district reported a higher math pass rate, and 21 districts reported higher reading pass rates.

Methodology: The chart above shows the change in pass rate in the 2021-22 school year compared to 2018-2019, the last full year available before the pandemic shuttered Virginia schools and canceled year-end assessment tests in March 2020. The formula is: (2021-22 pass rate MINUS 2018-19 pass rate) DIVIDED BY 2018-19 pass rate
