Provisional Ballots: 2024

Provisional ballots reached a record high this year. This is the first presidential election in Virginia since same day voter registration was enacted in 2022. Under the new law voters who are not on the list of registered voters can register on election day at their polling location and cast a provisional ballot.

Analysis of locality level results shows that provisional ballots were most common in areas with institutions of higher education -- nine of the top ten localities are home to at least one college or university.
