Surge in Close Floor Votes

Most bills clear the Virginia legislature without opposition. The number of relatively close floor votes is up this year, particularly in the House of Delegates, as newly empowered Democrats press their agenda.

Methodology: Number of close votes through halfway point in legislative session. VPAP defines a "close vote" as any roll call on the House or Senate floor in which those opposed to the prevailing position constituted at least one-third of those voting.
