Surviving One Committee Only to Perish in the Money Committee

When a bill is introduced, it is referred to a committee for a hearing. In most cases, a bill passes the committee and heads to the floor for a vote. However, any bill that has a fiscal impact associated with it is required to be heard and voted on by the house's appropriations committee.

This year, 131 bills managed to clear a committee only to meet their end in appropriations before the crossover deadline. While financial constraints commonly lead to the demise of bills in appropriations, the money committees can also serve as a strategic bottleneck to prevent certain bills from proceeding to a floor vote.
