Winners, Losers in Redistricting
Data from the 2019 American Community Survey estimates how far each legislative district is from the "ideal" population. When congressional and state legislative boundaries are redrawn this year, areas below the ideal population will lose representation (and political power), while those above stand to gain.
Sources: Population estimates from the 2019 American Community Survey. VPAP adjusted downward the population of districts with more than 1,000 persons incarcerated in state correctional facilities. Under a new state law, incarcerated persons will be counted at their last known residence for the purpose of redistricting, not where they are being held. Data of the last-known residences is not available.
